It was founded in the city of Sangolquí, the municipal seat of the Rumiñahui district in Ecuador.

The Rumiñahui University Institute was established on February 7, 1996.

Dr. Ángel Ernesto Huerta Vélez and Dr. Carmen Inés Suárez de Huerta, who continue to lead a productive path toward academic excellence and social development today.

The Rumiñahui University Technological Institute is an integral part of Ecuador’s National Higher Education System and was established by the Ministry of Education through Executive Decree No. 408 on February 7, 1996, originally as the Rumiñahui Private Higher Technical Institute specializing in Systems Programming; it was subsequently elevated to Technological Institute status via Ministerial Agreement No. 3224 on October 16, 1997, offering post-secondary specializations in Systems Programming and Business Administration.

The National Council for Higher Education (CONESUP), in compliance with the provisions of Article 1, literal b) of the Organic Law of Higher Education, officially registered the Rumiñahui Higher Technological Institute under No. 17-055B on November 15, 2000.

The Higher Education Council (CES) recognizes the Rumiñahui University Technological Institute, officially registered under number 2198, as a private higher education institution (IES) with a social mandate, maintaining its own legal identity and assets, along with administrative and financial self-management capabilities; for the fulfillment of its mission, it is headquartered in the city of Sangolquí, Rumiñahui Canton, Pichincha Province, providing rigorous academic, ethical, and moral training rooted in respect for human rights to effectively address social demands.

The Rumiñahui University Technological Institute has strategically structured and organized its resources to efficiently advance the development of technological education and to address the requirements of the social, productive, corporate, and industrial sectors at local, regional, and national levels in order to improve the quality of life for the population, particularly for the most vulnerable sectors, while complying with the higher education standards and mandates established by the CES and overseen by CACES.

The institute is responsible for educating professionals and conferring technologist degrees across various academic programs recognized by higher education regulatory bodies such as CES and SENESCYT.
